About the Role

The Compliance Specialist works under the supervision of the Director of Regulatory Affairs, for all regulatory phases.

DUTIES AND RESPONSIBILITIES:
• Maintain a professional image and attitude in keeping the objectives of Solari Enterprises,
Inc. and resident’s welfare.
• Provide front-line computer support.
• Advise and train Property Managers in occupancy procedures and regulatory compliance.
• Complete resident file audits for new communities acquired, advise Regional Manager(s) of
findings.
• Assist Regional Managers to rent vacancies at the communities with no Property Manager.
• Assist in the rent-up process of new communities.
• Complete annual review of recertification’s for all properties.
• Complete the annual recertification process for communities without Property Managers.
The Regional Manager will help as necessary.
• Process, review and complete Section 8 vouchers.
• Process and complete HUD-93104 Excess Income Reports.
• Post rents and complete month end reports for communities with no Property Manager or
computers on the site.
• Complete quarterly and annual agency reports.
• Track, log and distribute rental subsidies, rent portion changes, inspections, form all
housing agencies.
• Complete and mail monthly rent/carrying charge statements as needed.
• Review & approve all Tax Credit, new move-in files, for eligibility and accuracy.
• Waiting list upkeep for communities without Property Managers.
Additionally, all team members must adhere to and comply with all policies, procedures, processes
and guidelines of Solari Enterprises, Inc.

Required Qualifications:
To perform the job of Compliance Specialist successfully, an individual must be able to perform
each of the essential duties at a level of satisfactory or beyond. The requirements listed below are
representative of the knowledge, skill and ability required.

Education and/or Experience:
High School diploma or General Education Degree (GED) or Bachelor’s Degree and/or a minimum
of two years affordable property management experience.

Language Skills:
Able to read, analyze, and interpret general business policies and procedures, technical
procedures, or governmental regulations. Able to write reports and business correspondence.
Able to effectively present information and respond to questions from Team Members, Residents,
Funding Agencies, Superiors, and the general public. Must have good verbal and written skills.
May be required to speak / write a second language. Exceptional communication skills.

Mathematical Skills:
Able to add, subtract, multiply and divide in all units of measure, using whole numbers, common
fractions and decimals. Able to compute, rate, ration, percent and to draw and interpret bar
graphs. Ability to handle finances and work within budget.

Reasoning Ability:
Able to apply common sense understanding to carry out instructions furnished in written, oral or
diagram form. Able to define problems, collect data establish facts and draw valid conclusions.
Able to interpret an extensive variety of technical instructions in mathematical or diagram form and
deal with several abstract and concrete variables.

Certificates, Designations and Licenses:
The following Certifications / Designations are preferred or should be obtained after three month
introductory period is completed, depending on the funding at the community:
• CPO (Certified Professional of Occupancy) Certification – Section 8 only
• SHCM (Specialist in Housing Credit Management ) Designation – Section 42 only
• RAM (Registered Apartment Manager) Certification or similar certification
• FHC (Fair Housing Coordinator) Certification
Other Skills and Abilities:
• Performs activities of team members supervised.
• Required reliable, insured transportation with valid Driver’s License.
• Must show up for work on time and with minimal absences.
• General knowledge of Fair Housing, 504 ADA, HUD and Section 42 regulations.
• Computer literacy required. Preferably Microsoft Office Suite and Yardi Systems.
• Appearance compatible with Company image, positive attitude, good sense of humor,
energetic, assertive, and capable role model for subordinates.
• Demonstrate integrity on personal as well as professional level.
• Real Estate License for the State of California.
• Attentive to details.

Compensation:
$32.00/hr
